This item extends the TLE extension recertification dates for the Vandenberg SFB, CA Military Housing Area (MHA CA026). The initiating local command must document and certify the continued existence of a housing shortage in the affected area within each 90-day period after the effective date. Failure to recertify the continued existence of a housing shortage will result in an early termination of the extension at the end of that 90-day period. Effective April 29, 2026.

UTD for MAP 06-26(R), Temporary Lodging Expense (TLE) Extension for NAS Fallon, NV (NV211)

This item reinstates the NAS Fallon, NV Military Housing Area (MHA211) as a location to receive an extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452(b)(11). Due to a shortage of housing in NAS Fallon, NV MHA 211, personnel require additional time to locate and secure permanent housing. This item reinstates NAS Fallon, NV as a location to receive up to 60 days TLE. Effective April 8, 2026.

This item clarifies that homeschooling material, or equipment that is required for the dependent’s education is considered professional books, papers, and equipment (PBP&E); leisure material and old textbooks are still excluded from PBP&E. As directed in the Secretary of War memo, “Homeschooling Support for Military-Connected Families,” May 15, 2025, the Department conducted a review of supports and activities for home-schooling families. Following the review, the Office of the Under Secretary of War Personnel and Readiness (USW(P&R)) advised the Joint Travel Regulations (JTR) be updated to eliminate ambiguity and ensure home-school curriculum materials are authorized as PBP&E. Effective April 1, 2026.

This is a statutory (S) item implementing a mandatory provision of the National Defense Authorization Act for Fiscal Year 2026. Section 377 directs the Secretary to authorize use of a non-U.S. flag air carrier when no U.S. flag air carrier is willing and able to provide pet transportation to, from, or between an OCONUS permanent duty station. In accordance with Section 377, this item only applies to Service members of the Armed Forces (Army, Navy, Air Force, Marine Corps, Space Force and Coast Guard) and civilian employees of the Department of War. Effective December 18, 2025.
