UTD/CTD for MAP/CAP 23-25(I), Per Diem Rate Update for Atlantic Undersea Test and Evaluation Center (AUTEC), Andros Island, Bahamas | The Naval Undersea Warfare Center Detachment Atlantic Undersea Test and Evaluation Center (AUTEC), Andros Island, Bahamas requested a per diem rate update. Dining services and lodging are contracted and are available to all civilian and military travelers. Travelers are charged the actual cost of provided services. The Department of the Navy is requesting a maximum daily per diem rate of $111.00 per day, this would encompass the increased lodging rate of $59.00, the increased meal rate of $43.00 and the incidental rate remaining at $9.00. UTD for MAP 85-23(S), PCS Allowances when Attending Professional Education Training or Class | The FY23 National Defense Authorization Act, Section 625, directs the Department to authorize per diem in the amount of the basic allowance for housing without-dependent rate when the Service member is traveling to the professional military education or training location, on a PCS order, with orders to return to the duty station where the member maintains a primary residence and the dependent of the member resides. According to the law, implementation is mandatory. UTD FOR MAP 39-22(R) SPOKANE WA TLE EXTENSION.PDF | The Air Force has requested extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452 for the Spokane, WA Military Housing Area (MHA) WA310 as a location to receive up to a total of 25 days of TLE. The effective dates for the extension will start on the date approved by the Chair through July 31, 2022. Due to the lingering effects of the pandemic, installations are experiencing a housing shortage, which is extending the time period for incoming personnel to find housing. MAP-CAP Memo Per Diem Rate Update for Alaska | Per diem rates for the continental United States and foreign areas outside the continental United States (OCONUS) locations are set by the General Services Administration and Department of State, respectively. Per diem rates for all non-foreign OCONUS locations (Alaska, Hawaii, and U.S. territories and possessions) are determined by the Per Diem, Travel and Transportation Allowance Committee (PDTATAC).PDTATAC staff members traveled to the state of Alaska and collected price data from restaurants most frequented by DoD travelers. Staff members then analyzed hotel and restaurant data and calculated updated rates.
Effective November 1, 2022, per diem rates are updated for localities in the state of Alaska. A per diem bulletin was published in the Federal Register to notify agencies outside the DoD.

PDTATAC staff members collected contract price data from Wake Island and Midway Islands as well as lodging data for the other localities based on locations most frequented by DoD travelers.
Staff members then analyzed the collected data and calculated updated rates.
Effective March 1, 2025, per diem rates are updated for localities in Guam, Northern Mariana Islands, and Wake Island. There were no updates for American Samoa and Midway Islands. This revision is effective November 13, 2024 and retroactively applies to buyer broker

CTD for CAP 39-24(R), Removal of Temporary Quarters Subsistence Expenses Actual Expense (TQSE (AE)) | On May 7, 2024, the General Services Administration (GSA) published new regulations in the Federal Travel Regulation (FTR) affecting Title 41 of the Code of Federal Regulations (CFR) Parts 300-2, 302-6, and 302-17. These changes established Temporary Quarters Subsistence Expenses “Lodgings Plus” (TQSE (LP)) as the preferred reimbursement method and granted the DoD the authority to discontinue use of TQSE Actual Expense (TQSE (AE)). The DoD has determined that TQSE (AE) is unnecessary, redundant, and administratively burdensome. As a result, this item will remove TQSE (AE) as a reimbursement option. Instead, the DoD will offer TQSE (LP) as the preferred reimbursement method and TQSE Lump Sum (TQSE (LS)) as a second option. When compared with TQSE (AE), the new TQSE (LP) method results in a more efficient process for the civilian employee, travel examiner, and certifying official by significantly reducing the administrative burden of maintaining, submitting, and reviewing itemized subsistence expenses and receipts.
