GOPAX Access

Transportation Officers (TOs) and Carriers are required to establish an account with the U.S. Transportation Command's Group Operational Passenger System (GOPAX) to submit requests for bus movements and bid on requests. Select your role below to view the process for first-time access to GOPAX.

  1. Gather & Send Required Documents

TOs requesting GOPAX access must provide:

Send all documents in a digitally signed email to transcom.scott.tcj3.mbx.gopax@mail.mil

  2. Complete GEOAxIS Registration

ALL carriers, agents and those requesting ground or surface moves must complete a one-time registration in GEOAxIS. To register your certification:

    • Visit https://geoaxis.nga.mil/ and select PKI certificate
    • Select your CAC certificate or input your PIN.
    • Wait for the popup window to disappear. It may take up to two minutes.
    • Confirm your name appears on the left side of the GEOAxIS web site (after Home|Welcome).
  3. Login to GOPAX

    Using Chrome (recommended):

    • Visit https://gopax.transport.mil/ and click "Accept & Login."
    • First time users will see a red bar that says ‘You are not authorized to access GOPAX.’ Wait 15-60 minutes and try again. Access should be granted.
  1. Obtain an External Certification Authority (ECA)

Carriers requesting GOPAX access must submit an application for a Level 2 ECA Medium Assurance Certificate or a Medium Assurance Identity/Encryption Certificate to one of two commercial companies:

DoD established the ECA program to support the issuance of DoD-approved certificates to industry partners and other external entities. The ECA program provides the mechanism for these entities to securely communicate with the DoD and authenticate DoD information systems, such as GOPAX.

A certificate is required for each person who requires GOPAX access. Note: there is a cost to acquire an ECA, variable upon certificate length.

Once you have completed the application for your ECA, send your notarized support documentation to the address on the form. You should receive an email stating the company received your application.

In approximately 5-7 business days, you should receive a letter in the mail with the status of your approval and additional information on how to retrieve, backup, and load your digital ECA certificate onto your computer.

If traveling, your certificate may be copied to a thumb drive and taken to another location.
