DTS Change Management

The Defense Travel Management Office (DTMO) has a formal change management program that provides DoD with a structured plan and process for identifying and administering changes to the Defense Travel System. Proposed changes are reviewed for consideration by two governance boards composed of O-6 and O-8 level government representatives, or their equivalent. Requests submitted to DTMO adhere to the change management process and are managed by a democratic forum.

DoD Services and Agencies are encouraged to advocate their ideas to DTMO through their designated representatives for improving current systems, policies, and procedures.

Change Requests

Any Service or Agency employee can author a change request, however only designated points of contact from the Services and Agencies may sponsor and submit them. Requests may be submitted by:

  • Service and Agency level representatives such as a Defense Travel Advisory Panel (DTAP) Member or DTAP Member Designee from across the DoD (e.g., Air Force, Army, Navy, Marine Corps, Space Force, DLA, etc.)
  • Designated DTMO Personnel (Requirements Analysts, Branch Leads, Branch Chiefs, Program Managers, and Division Chiefs)
  • DMDC Program Management Office (PMO) Change Management Team

Change Request Process

Before sponsoring a request, an official should validate the selection criteria and confirm the need of the request. Then, submitters should complete the approved DTS Change Request Form [PDF, 1 page] and submit it to the DTMO by email.

Once received, the DTMO provides a confirmation of receipt, and adds the request to the CM tool for processing.

When the DTMO accepts a change request, a Requirements Analyst follows it through from internal processing to DTAP review. Upon approval, the DTMO transfers the change request to the DTS Program Management Office for implementation schedule.
