CTD for CAP 39-24(R), Removal of Temporary Quarters Subsistence Expenses Actual Expense (TQSE (AE))On May 7, 2024, the General Services Administration (GSA) published new regulations in the Federal Travel Regulation (FTR) affecting Title 41 of the Code of Federal Regulations (CFR) Parts 300-2, 302-6, and 302-17. These changes established Temporary Quarters Subsistence Expenses “Lodgings Plus” (TQSE (LP)) as the preferred reimbursement method and granted the DoD the authority to discontinue use of TQSE Actual Expense (TQSE (AE)). The DoD has determined that TQSE (AE) is unnecessary, redundant, and administratively burdensome. As a result, this item will remove TQSE (AE) as a reimbursement option. Instead, the DoD will offer TQSE (LP) as the preferred reimbursement method and TQSE Lump Sum (TQSE (LS)) as a second option. When compared with TQSE (AE), the new TQSE (LP) method results in a more efficient process for the civilian employee, travel examiner, and certifying official by significantly reducing the administrative burden of maintaining, submitting, and reviewing itemized subsistence expenses and receipts. CTD for CAP 02-25(I), Reinstate Temporary Integrated Lodging Program (ILP) ExemptionIn accordance with the FY25 NDAA, Section 652 this item reinstates the temporary exemption for a civilian employee traveling for the performance of mission functions of a public shipyard of the DoD from the mandatory use of the Integrated Lodging Program. UTD for MAP 105-24(I), Update Tour Lengths and Tours of Duty OCONUSThis item updates the Joint Travel Regulations Supplement, Tour Lengths and Tours of Duty Outside of the Continental United States (OCONUS) for Central African Republic and adds a note to Shariki, Japan. The Department of the Army memorandums dated February 11, 2022, and November 5, 2008, pursuant to authority in DoD Instruction (DoDI) 1315.18 “Procedures for Military Personnel Assignments,” authorizes Army personnel assigned to Central African Republic (CAR) and Shariki, Japan to serve a 12-month dependent restricted tour. Additionally, this item restructures the Tour Lengths and Tours of Duty OCONUS to bring it into compliance with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. §794d). UTD for MAP 79-24(R), Temporary Lodging Expense Extension for Vandenberg SFB, CAThis item reinstates the Vandenberg SFB, CA Military Housing Area (MHA) CA026 as a location to receive an extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452(b)(11). Due to a shortage of housing in Vandenberg SFB, CA MHA, personnel require additional time to locate and secure permanent housing. This item reinstates Vandenberg SFB, CA as a location to receive up to 60 days TLE. Effective on January 16, 2025.1/15/2025
