UTD for MAP 28-24(R), Sunset of Rental Vehicle Reimbursement When POV Delivery is DelayedThis item amends the Joint Travel Regulations to incorporate rental reimbursement for privately owned vehicle (POV) delivery delays into USTRANSCOM’s Global POV Contract V (GPC V). The period of performance for GPC V begins on October 1, 2024. Accordingly, when POV shipments begin on or after October 1, 2024, reimbursement for rental vehicles due to delayed POV delivery is the sole responsibility of the POV shipping contractor and will no longer be a reimbursable travel expense. UTD for MAP 52-24(R), Add Secretarial Process Authority to Reimburse Pet Transportation Expenses in Excess of $2,000This item amends the Joint Travel Regulations and authorizes the Services, through the Secretarial Process, to reimburse up to $4,000 in pet transportation expenses for OCONUS permanent change of station travel. In extenuating circumstances, if pet transportation expenses exceed $2,000, then the Service’s Secretarial Process may approve up to $4,000. Effective November 25, 2024.11/25/2024
CTD for CAP 46-24(E), Clarification when Authorizing Temporary Quarters Subsistence Expenses and House Hunting TripThis item amends the Joint Travel Regulations (JTR) to align JTR, pars. 054008, 054206, and 054207 with Federal Travel Regulation § 302–6.30. This item clarifies that the Authorizing Official must reduce the total number of days civilian employees are authorized for TQSE (Lodging Plus) and TQSE (Actual Expense) by the number of house hunting trip days. Effective on September 1, 2024.9/1/2024

UTD/CTD for MAP/CAP 20-25(I), Update Table 2-10, Rule 3This item aligns Joint Travel Regulations, par. 020210 and Table 2-10, “Reimbursement for Privately Owned Automobiles and Motorcycles,” Rule 3 with Table 2-11, “Cost Comparison Rules for Using a POV.” This item clarifies that if a privately owned vehicle is used, the traveler is authorized mileage and related travel expenses (e.g., tolls), limited to the policy constructed cost of the transportation and other related costs associated with the authorized transportation option. The effective dates for the extension of TLE are July 5, 2022 through September 30, 2022. Due to the lingering effects of the pandemic, installations are experiencing a housing shortage, which is extending the time period for incoming personnel to find housing.7/5/2022
