UTD-CTD for MAP-CAP 104-23(I), Sustainable Transportation for Official Temporary Duty (TDY) TravelThis is a statutory (S) item implementing the provisions of the Code of Federal Regulations Parts 301-10 and 301-70, the Office of Management and Budget (OMB) Memorandum M-24-05 “Catalyzing Sustainable Transportation Through Federal Travel,” and Executive Order 14057, “Catalyzing Clean Energy Industries and Jobs through Federal Sustainability.” FTR Bulletin 24-02, published in the Federal Register on December 18, 2023, states, “This bulletin clarifies existing regulations for determining the method of transportation that is most advantageous to the Government and encourages Federal travelers to make sustainable, cost-effective transportation choices when conducting official TDY travel.3/1/2024
UTD for MAP 9-24(I) -- Temporary Lodging Expense (TLE) Recertification – Atlantic City, NJ (NJ196)This item extends the temporary lodging expense (TLE) extension recertification dates for the Atlantic City, NJ (NJ196) Military Housing Area (MHA). The initiating local command documented and certified the continued existence of a housing shortage on February 21, 2024.3/4/2024

UTD/CTD for MAP/CAP 13-24(I), Clarification of Electronic Travel System Authorization AuthorityThis item clarifies that travel authorizations produced in an electronic travel system are not required to use or reproduce a corresponding DD Form 1610 as long as the system contains all data elements required by FTR, Chapter 301, Appendix C. A printed copy of an electronic travel authorization is considered a valid order if it contains the data elements that would be included in a DD Form 1610.3/6/2024
UTD/CTD for MAP/CAP 05-24(I), Clarification of Limitation on Lodging Taxes and Fees ReimbursementThis item clarifies that if a traveler does not utilize lodging at or below the lodging portion of the applicable per diem rate, and is not authorized AEA, lodging taxes and percentage-based fees will be prorated to what the Government would have paid if the traveler did utilize lodging at the per diem rate. If the TDY location is an ILP location, the same applies to the published ILP rate rather than the per diem rate.3/7/2024
UTD for MAP 15-24(I), Clarify Inactive Duty Training (IDT) Outside the Normal Commuting AreaThis item clarifies that allowances paid to Reserve component (RC) members performing IDT outside the normal commuting distance are limited to expenses for travel to and from the IDT location (as identified in JTR, par. 032304-B).3/13/2024

UTD/CTD for MAP/CAP 14-24(E), Privately owned vehicle (POV) constructive cost analysis updateThis item inserts clarifying language identified in GSA’s Federal register notice2023-00733, which issued a final ruling to clarify the calculation of “constructed cost” as it relates to temporary duty (TDY) travel. This item clarifies that what factors should be compared to privately owned vehicle costs to when preparing a constructive cost analysis. Prior Civilian Board of Contract Appeals (CBCA) and General Services Board of Contract Appeals(GSCBA)decisions also address the compiling of cost associated with the method selected as most advantageous to the government (See In the Matter of Russell E. Yates, GSBCA No.15109–TRAV (Jan. 28, 2000); In the Matter of Stephen M. England, CBCA 3903–TRAV (Jan.30,2015)).3/19/2024
UTD for MAP 101-23(R), Temporary Lodging Expense (TLE) Extension – Vandenberg SFB, CA (CA026)This item reinstates the Vandenberg SFB, CA Military Housing Area (MHA) CA026 as a location to receive an extended Temporary Lodging Expense (TLE) under the authority in 37 U.S.C. § 452(b)(11). Due to a shortage of housing in the Vandenberg SFB, CAMHA, personnel require additional time to locate and secure permanent housing. This item reinstates Vandenberg SFB, CA as a location to receive up to 60 days TLE.3/28/2024
