UTD for MAP 32-24(E), Change Time Limitation for POV Transportation in Connection with RetirementThis item changes the time limitation in the Joint Travel Regulations (JTR), Table 5-65 for privately owned vehicle (POV) transportation in connection with retirement, placement on the temporary disability retired list (TDRL), discharge with severance or separation pay, or involuntary release from activity duty with readjustment or separation pay. Currently, Service members are authorized to extend their POV transportation for up to six years but are required to request an extension annually. Under the authority in 37 U.S.C. § 453(e), the proposed change will increase the existing time length for the shipment of a POV from one year to three years from the active duty termination date. After the three year period, a request for an extension may be approved on an annual basis not to exceed a maximum of six years. Effective September 1, 2024.9/1/2024
UTD-CTD for MAP-CAP 58-25(I) Escort for a Child called as a WitnessThis item clarifies an escort may be authorized to accompany a witness before a military court martial when the individual is unable to travel unattended due to age or physical condition. Effective August 28, 2025.8/28/2025
UTD for MAP 83-24(I), Clarify Local Emergency Displacements and Correct the Level of Authority to Authorize a Local Emergency Displacement from a Foreign LocationThis item clarifies and corrects information published in UTD for MAP 02-24-(R), “Evacuation Allowances for Local Emergency Displacements”. Therefore, JTR, Table 6-3 has been changed to list the administering authorities as the Secretary of Defense, Secretary concerned, Head of the Component (or his or her designee), Commander of the installation or the Coast Guard District Commander, or Commander, head, chief, or supervisor of the organization or office. Further, JTR, par. 060101-C has been changed to reflect that the Service member or dependents may be ordered to vacate housing due to a local emergency displacement. UTD for MAP 51-24(I), Clarification of Permanent Duty Travel for Service MembersThis item clarifies in paragraph 020310 and Table 5-5 that the per diem locality rate used for permanent change of station (PCS) computations is the next official point that requires overnight lodging. For PCS travel crossing the international dateline (IDL) this item directs the reader to two new IDL computation examples specific to PCS travel. This item also adds clarification to Table 5-3 that a port of embarkation or debarkation is used in separating legs of travel for determination of travel time regardless of them being a per diem location or not. UTD for MAP 19-26(I), Clarify Transportation Allowances for Service Member Dependents at a Safe HavenThis item clarifies Joint Travel Regulations (JTR), Table 6-16 and JTR, par. 060205-B.1.a that local transportation allowances may be used for payment of a rental car, public transit, taxis, and rideshare. UTD for MAP 24-26(I), Clarify Pet Transportation and Quarantine Fees for Service Member’s DependentsThis item clarifies Joint Travel Regulations par. 050107 and par. 060204 and that Service member’s dependents may be authorized pet transportation and quarantine fees reimbursement during an evacuation or permanent change of station. UTD for MAP 20-26(I), Correction to Transportation Allowances While at a Safe HavenThis item clarifies Joint Travel Regulations, par. 060205-B.1a that rental vehicles are not separately reimbursable and removes Table 6-16.
