Managing the Government Travel Charge Card Program

Understanding Your Role as an Agency Program Coordinator

Agency Program Coordinators (APCs) manage day-to-day operations of the travel card program for an organization and serve as the primary liaisons between the travel cardholder and the Government Travel Charge Card (GTCC) vendor. APCs are designated in writing by their organization’s Commander or Director and receive their GTCC Program guidance from their Component Program Manager (CPM).

Managing Cardholders and Accounts

  • Collecting application paperwork and ensuring proper processing.
  • Maintaining an up-to-date list of cardholders and accounts.
  • Keeping cardholder contact information current with Citi.
  • Working with local Defense Travel Administrators to ensure accurate GTCC information in cardholder profiles.

Financial Oversight and Monitoring

  • Regularly reviewing accounts to look for potential misuse, excessive spending, late payments, incorrect card status, or wrong credit limits.
  • Managing credit limits on individual GTCCs (IBAs) to fit mission needs, including placing IBAs in PCS/Mission Critical Status.

Visa IntelliLink helps Agency Program Coordinators (hierarchy levels HL2 through HL4) identify transactions that are potentially out of compliance with DoD travel card policy by providing predictive analytics score on all cardholder transactions. This tool is utilized for identification of potential misuse activity and assists designated users with keeping records and categorizing transactions as valid or misuse. All GTCC misuse and abuse must be entered as a case and dispositioned in the Visa IntelliLink system unless the transaction contains law enforcement sensitive or classified information.

Program Management Training

All APCs are required to take Travel Card Program Management Training for APCs [Passport login required] is required for APCs when first appointed and again every three years to retain their completion certificate.

Additionally, per the GTCC Regulations section 041502, designated users of Visa IntelliLink must also complete Visa IntelliLink Compliance Management [Passport login required] prior to gaining access to the system, then every three years thereafter. This training provides comprehensive instruction on how to use the IntelliLink system to identify potential misuse, abuse, or fraud in the GTCC program.

Both trainings can be found in TraX, DTMO's web portal. Additional training resources for Visa IntelliLink are found in the Citi Learning Center, including an instructor-led webinar (DoD Travel: Visa IntelliLink).

Note: The updated GTCC Regulations published on April 1, 2025 requires current users to complete their initial IntelliLink training no later than October 1, 2025.

Component Program Managers (CPMs) must maintain a log of completed training for all IntelliLink users under their component’s hierarchy. CPM and their Major Command Designee (MCD) training compliance is managed by DTMO.

CitiManager Training

Citi also offers instructor-led training and online training to support APCs [citibank.com] in the use of the travel card vendor’s online tools. Online training includes web-based training modules, instructional guides, and webinars, including:

  • CitiManager Basic - Introduces you to the core functionalities related to your role as an APC. Some topics included are searching for card accounts, account maintenance, and creating a new user profile.
  • CitiManager Basic Reporting - Highlights the core monthly DoD reports and teaches you how to edit and maintain them using reporting features.
  • Applications and How They Are Processed - Provides a detailed look at the individual online application, how the status of each can be reviewed, and how to view the details of each request.

Register for training on these tools in Citi’s training environment, known as the Learning Center (login to CitiManager [citidirect.com], then select Learning System Web Tools). Instructor-led training is available at no cost for organizations with a minimum of 20 training participants. A training request form [citidirect.com] can be found in Citi’s Learning Center. Citi also offers day-long hands-on training from a Citi instructor for APC classes of up to 20 participants in Washington, DC, Norfolk, VA, Wilmington, DE, Jacksonville, FL, and O’Fallon, MO.
