Onboarding & Issuance
Collect required cardholder documentation prior to card issuance and process applications. Required documents include:
- Signed application \[citibank.com, PDF, 5 pages\]
- Statement of Understanding \[PDF, 1 page\]
- Travel Card 101 \[requires login\] certificate of completion
Account Maintenance & Structure
- Adjust the credit limits of Individual Billed Accounts (IBAs) to meet mission needs and place IBAs in PCS/Mission Critical Status, when applicable.
- Maintain hierarchy structure and detailed listing of cardholder accounts.
Oversight & Compliance
Report and conduct periodic reviews for potential card misuse/abuse, spend maximization, delinquency, card status, credit limits, etc.
Data Accuracy
- Ensure cardholder’s point of contact information is current with Citi.
- Work with local Defense Travel Administrators to ensure GTCC information is accurate in cardholder profiles.
CitiManager
CitiManager offers tools to help APCs better manage the GTCC program, including:
- Manage Users: View card accounts, view and download statements, and perform account maintenance.
- Manage Card Program: Create new account applications, run reports, submit bulk online applications, and maintenance.
- Web Tools: Citi Custom Reporting System, Citi Card Management System, Learning Center.

Visa IntelliLink (Compliance Management & Reporting)
Visa IntelliLink helps APCs (hierarchy levels HL2 through HL4) identify transactions that are potentially out of compliance with DoD travel card policy by providing a predictive analytics score on all cardholder transactions. This tool is utilized for identification of potential misuse activity and assists designated users with keeping records and categorizing transactions as valid or misuse.
All GTCC misuse and abuse must be entered as a case and dispositioned in the Visa IntelliLink system unless the transaction contains law enforcement sensitive or classified information.

Program Management Training (TraX)
Travel Card Program Management Training for APCs \[Passport login required\] is required for APCs when first appointed and again every three years to retain their completion certificate. Training is found in TraX, DTMO's web portal.
Visa IntelliLink Training
Per GTCC Regulations Section 041502, designated users of Visa IntelliLink must complete Visa IntelliLink Compliance Management \[Passport login required\] prior to gaining access to the system, and every three years thereafter. This training provides comprehensive instruction on how to identify potential misuse, abuse, or fraud.

- Compliance Tracking: Component Program Managers (CPMs) must maintain a log of completed training for all IntelliLink users under their component’s hierarchy. CPM and their Major Command Designee (MCD) training compliance is managed by DTMO.
- Note: As of April 1, 2025, GTCC Regulations require users to complete their initial IntelliLink training no later than October 1, 2025.
CitiManager Training
Citi offers instructor-led and online training to support APCs \[citibank.com\] in using online tools. Modules include:
- CitiManager Basic: Introduces core APC functionalities (searching for accounts, account maintenance, creating user profiles).
- CitiManager Basic Reporting: Highlights core monthly DoD reports and teaches editing/maintenance using reporting features.
- Applications and How They Are Processed: Detailed look at individual online applications, reviewing status, and viewing request details.
Instructor-Led Training
Register in Citi’s Learning Center (login to CitiManager \[citidirect.com\], then select Learning System Web Tools). A training request form \[citidirect.com\] is available there.
Instructor-led training is available at no cost for organizations with a minimum of 20 participants. Citi also offers day-long hands-on training from a Citi instructor for APC classes (up to 20 participants) in: Washington, DC; Norfolk, VA; Wilmington, DE; Jacksonville, FL; and O’Fallon, MO.
